Angela Quigley-Jones, Supervisor of Special Education
Mrs. Quigley-Jones began teaching in Lewistown, PA. She taught Autistic Support, Emotional Support, and Learning Support. Mrs. Quigley-Jones came to Newport in 2021 as a Learning Support teacher and then transitioned into the Supervisor of Special Education. Mrs. Quigley-Jones earned her Bachelor's Degree in Elementary Education at Penn State, her Master's in Special Education from Edinboro University and Master's Degree in Educational Administration with Principal and Supervisory certifications from Edinboro University. In her spare time, she enjoys spending time with her son and family.
About the Special Education Department:
The Newport School District Special Education Department strives to meet the needs of all learners using research-based instructional strategies with the goal of maximizing student involvement in the regular education setting and ensuring successful outcomes for student in school and planning for after graduation. The District provides the following programs in district:
- Learning Support (K-12)
- Emotional Support (K-12)
- Autism Support (K-5 classroom and Itinerant/ Consultant services K-12)
- Life Skills Support (K-12)
The District also participates in a consortium with neighboring school districts and IU 15 in order to provide additional program options.

Your Special Education Team:
Special Education Teachers: Providing instruction and support to your child in both academic and behavioral instruction.
Related Services: Providing support with functional skills (speech, occupational therapy, physical therapy, vision services) that directly impact your child's education.
Educational and Behavioral Consultants: Provide knowledge of behavioral and academic supports to students and staff to enhance academic, social, and behavioral instruction.
Psychologists: Provide services that assist with the identification of students with disabilities and collaborate with staff to provide support academically, emotionally, and socially for students.
Paraprofessionals: An instructional paraprofessional is a school employee who works under the direction of a certificated staff member to provide support and assistance with instructional programs and services.
Every Student Succeeds Act Statement
The Every Student Succeeds Act (ESSA) requires Pennsylvania to ensure that the total number of students assessed in each subject using the PASA does not exceed one percent of the total number of all students in the state assessed on the statewide assessments.
Each local educational agency (LEA) must complete and submit the PASA 1.0 Percent Participation Threshold Justification to BSE if it anticipates that more than 1.0 % of its students enrolled in grades 3-8 and 11 will be assessed using the PASA. A list of LEAs who anticipate exceeding the threshold will be made publicly available on the PDE website, in accordance with 34 CFR 200.6 (c) (3) regulations.
LEAs must also make the document publicly available upon request, removing any personally identifiable information. The Newport School District anticipates exceeding the 1.0 percent threshold for PASA participation for the 2021-22 testing cycle. The necessary justification information has been submitted to the Bureau of Special Education.
